Background

The Education Local Expertise Centre Uganda (ELECU) is a national NGO dedicated to empowering Uganda’s most marginalized communities by improving educational outcomes for young people. We work towards sustained poverty reduction by increasing access to quality basic education, skills development, and fostering partnerships with civil society organizations, the Government of Uganda, and the private sector. Our current districts of operation include: Isingiro, Kikuube, Kamwenge, Yumbe, Pakwach, and Madi Okollo districts. The Education Local Expertise Centre Uganda (ELECU) in partnership with Mastercard Foundation and Warchild Canada is implementing the BRIDGE: From Secondary Education and Skills Development to Job Opportunities for Refugee and Host Community Youth in Uganda Project.

ELECU is implementing the BRIDGE project in refuge settlements of Nakivale, Oruchinga, Rwamwanja and Kyangwali.

The Program Officer shall be responsible for coordination and implementation of the BRIDGE program in the two refugee settlements of Nakivale and Oruchinga.

Position Title: Program Officer, BRIDGE Project

Reports To: Programs Manager

Duty Station: Nakivale refugee settlement, Isingiro district

Terms: Fixed Term Contract (12 months, renewable)

Responsibilities

  • • Lead the implementation of the ‘UPSHIFT ‘business incubations at field level.
  • • Develop and implement weekly, monthly, quarterly and annual project work plans, project activities and budgets in line with the approved ELECU’s BRIDGE project proposal, work plans and budgets.
  • • Undertake life skills training, mentorship and couching vocational skills certification, apprenticeships, and financial literacy training of artisans and youth
  • • Manage the skilling project at field level including the identification of training centres, implementation of activities, and documentation of evidence-based learning.
  • • Work with partners to ensure interventions align with the program’s goals and timelines.
  • • Provide technical direction and support to ensure youth skilling programs comply with the market systems approach.
  • • Build and maintain strong relationships with consortium partners, local organizations, government entities, to ensure smooth program delivery.
  • • Collaborate with private sector partners to create opportunities for young people in the labor market.
  • • Mobilize target community members, children, youth, women, families and key stakeholders from the Sub County and district level to participate in BRIDGE Project activities.
  • • Participate in regular coordination meetings with all the actors at District and in the sub counties and parish levels

Qualifications

Knowledge and Experience

  • • Minimum of a Bachelor of Vocational Studies with Education or Bachelor of Business Studies with Education, Social Sciences, Development Studies or related area from a recognized institution is essential. A Post Graduate Diploma in Project Planning and Management is an added advantage.
  • • A minimum of 3 – 4 years relevant experience in the education programming in Emergency (EiE) activities preferably in technical and vocational education and training.
  • • demonstrated experience in using digital or mobile data collection systems among users.
  • • Demonstrated experience of working with education or entrepreneurship programs for young people or Small and Medium Enterprises’ support in rural or urban areas is an added advantage.
